All display devices have an IC2 "bus", a communication link among all the boards on the chassis that confirm their stability status and freedom from issues. While Kevin may be correct that it is a power supply problem, it could also be something as varied as a CRT that has a broken seal and leaked coolant, or the Deflection board which contains information about and settings for all Geometry parameters might be at fault. Both of these will tell the logic processor that there is an unsafe condition and will not allow the TV to fully turn on. If the Power Supply has failed, you would likely not even get a Power light or an attempt to turn on.
It could also be as simple as an internal fuse. Depending upon your locale, there has been alot of lightning and unstable weather (here in Scottsdale, Az. it was 121.4 degrees in a surrounding community last week - a brown out or undervoltage condition can pop a fuse as easily as too much voltage.
In any event, it might merit a call to an authorized servicing agent to at least diagnose the problem. It might be reasonable to correct and it could be back in operation very soon.
